The thing that stops most people from building is never the house. The rest is easy. Municipal water at the road takes well drilling and water testing off your list completely. Electricity is available at the street. The Salisbury Mills-Cornwall station on the Port Jervis line is roughly 10 minutes out, and Manhattan is about 55 miles south, so none of this costs you your connection to the city.
Buying land usually means buying a question mark and hoping the engineering comes back in your favor. This is the other version, where the plan is drawn, the tests are passed, the water is at the road, and the only decision left is the one you actually wanted to make. Walk it once and you will already know where the porch goes and which way it faces.
